  • Investigation Leads to Drug Seizure - 767 Vials/Doses of Bath Salts, 10 bags of Heroin and Marijuana

  • New Castle County Police have arrested Khalid Jamil, a 45 year old male who resides in the 1000 block of Richfield Road in the community of Scottfield in Newark, DE. He has been charged with traffic and drug related offenses after the officer conducted a vehicle stop and subsequently learned that the driver has been involved in illegal drug activity. Officers executed a search warrant at his home and found bath salts, marijuana, heroin and drug paraphernalia within the residence.
    On Wednesday, Sept. 26 at 7:40 a.m., Officer Donald Fisher was on routine patrol and traveling on East Chestnut Hill Road when he observed a gold Honda Odyssey minivan fail to signal as it was changing lanes and noticed the registration plate was covered with a tinted plastic cover. Moments later, the officer performed a car stop in the area of Gender Road and made contact with the driver, later identified as Khalid Jamil.
    After retrieving the operator's license, registration and insurance documents, a computer check revealed that Jamil was driving with a suspended license. Jamil then exited the vehicle with a cup in his hand, which he spilled on the side of the road as he was exiting the vehicle. A short time later, officers located a white plastic bag with seven empty clear plastic containers that contained a powdery substance consistent with bath salts inside the vehicle. Officers then noticed a residue inside Jamil's coffee cup that was consistent with the residue in the plastic containers, which was later determined to be bath salts. Police learned that Jamil attempted to discard the drug by emptying the containers into his coffee cup.
    During the investigation, Officer Fisher, with assistance from the Drug Control Squad, was able to obtain and then execute a search warrant at Jamil's home in Scottfield. During the search, police located 767 clear plastic vials containing bath salts, 10 baggies of heroin (.25 grams) and marijuana (15.81 grams) in Jamil's bedroom. They also found generic Restroil pills (12) that were located in a clear plastic baggie and over $3,000 in suspected drug money in the home.
    Corporal Edwin Mousley and his canine partner "Quattro" also responded to assist the officer and conducted a money sniff which yielded a positive indication for the presence of a controlled dangerous substance. The officer then seized $3,402 of suspected drug money.
     
    Khalid Jamil was arrested and charged with possession of bath salts, tampering with physical evidence, possession of heroin, possession of marijuana, possession of Restroil pills, possession of drug paraphernalia, driving with a suspended license, failure to use turn signal and for having tint that was covering his license plate. Jamil was arraigned and committed to the Howard R. Young Correctional Institute after failing to post $56,501 cash bail.
