  • NCCO Police Department promotes five officers

  • Five officers with the New Castle County Police Department recently were promoted to supervisory positions.
    Chief E. M. Setting announced the promotions of the following officers on April 4:
    Capt. Matthew Jamison – the 29-year veteran of the department was promoted to the rank of major. He has been assigned to the patrol division as a risk manager, having served as the commander of the professional development unit and the uniformed section/patrol division.
    Lt. Ruben Martinez – the 20-year veteran of the department was promoted to captain. He has been assigned to the patrol division, criminal investigations unit and community services unit, having served as commander of the patrol division’s “D-Squad” and the special operations unit.
    Lt. Wendi Fesser – the 16-year veteran of the department was promoted to captain. She has been assigned to the patrol division’s information, having served as commander of the patrol division’s “C-Squad” and the administrative branch/special projects.
    Senior Sgt. Richard Dunning – the 18-year veteran of the department was promoted to lieutenant. He has been assigned to the patrol division and the criminal investigations unit.
    Detective Stephen Legenstein – the 16-year veteran of the department was promoted to sergeant. He has been assigned to the patrol division and criminal investigations unit, having served in the property squad, crimes against persons squad and major crimes squad.
