Michael J. Drach and Lisa Marie Corazza were spotted tossing the refuse out of a vehicle under the William Roth Memorial Bridge on the south side of the canal about 7:30 p.m. on May 5, according to Sgt. Gregory Rhodes of the Delaware Division of Fish & Wildlife Enforcement.
After being stopped, Drach and Corazza were each issued a summons charging them with dumping and possession of drug paraphernalia.
Drach also is charged with driving on a suspended or revoked license.
Both were later released pending a future court appearance, Rhodes said.
