    police reportedly stopped kenwauna garrett's chevrolet malibu at the intersection of cedar lane road and betsy rawls drive at about 3 p.m. on may 9 because she wasn't wearing a seatbelt.
    during the traffic stop, officer thomas lancaster recovered the heroin, which weighed about 11.5 grams in total, according to middletown police chief henry tobin.
    garrett, a resident of the 500 block of new street, is charged with possession of a controlled substance in a tier 5 quantity, possession with intent to deliver a controlled substance and possession of drug paraphernalia.
    she also was cited for failing to wear a seatbelt, tobin said.
    garrett is being held at the baylor women's correctional institution in wilmington on an $85,001 cash bail, he said.
