  • A 51-year-old Middletown man is facing his fifth drunk driving offense after police found him Wednesday night behind the wheel near a retention pond in the Tartan Court neighborhood.
Victor Santiago smelled of alcohol, was unable to speak and could not get out of his vehicle when officers found his F-150 pickup truck down in the retention pond in the 100 block of Bonnybrook Lane about 11 p.m., according to Middletown Police Chief Henry Tobin.
The officers had to rescue Santiago from the vehicle, which was in gear and running, but had come to rest on a steep angle, he said.
Several empty bottles of alcohol also were found in the vehicle by officers who responded to the scene after receiving a tip from a passerby.
Santiago was treated and released from Christiana Hospital before being charged with his fifth DUI, driving on a revoked license and failing to provide proof of insurance.
He later posted an undisclosed bail and was released, Tobin said.
