  • A 47-year-old woman and a 44-year-old man, both of Millsboro, were arrested Aug. 26 after police said they were found with suspected heroin and hypodermic needles in the area of KFC at the Georgetown Plaza.
According to the Georgetown Police Department, officers were summoned to the plaza around 10:15 p.m. in reference to subjects possibly taking illegal drugs in a red van. Police said an anonymous caller advised they witnessed Valerie Phillips with a hypodermic needle in her arm while operating the vehicle. Police found the van parked by a lamp post to the west of KFC, occupied by Phillips and Dale Parker. Police said there appeared to be heroin and hypodermic needles strewn throughout the van. Police said when they asked Phillips to exit the vehicle she attempted to hide a hypodermic needle between her legs. Police said a search of the vehicle revealed 232 bags of suspected heroin, two hypodermic needles that contained heroin, a used hypodermic needle, 19 prescription Clonazepam pills and about $2,000 in cash.
Phillips and Parker are charged with possession with intent to deliver heroin, delivery of a hypodermic syringe, possession of a controlled substance with an aggravating factor and possession of drug paraphernalia. Both were committed to Sussex Correctional Institution in lieu of bond with a future court date.
