Elsmere's cellular ban takes effect

Beginning Nov. 1, drivers traveling through Elsmere can be pulled over for talking or texting on their hand-held cellular phones.

Through the end of the year, motorists will only be warned for violations. Beginning Jan. 1, violators will be subject to a $50 fine.

A primary offense, those using their phones illegally can be pulled over specifically for that violation. The law also applies to bicyclists.

A similar law in the City of Philadelphia also took effect Nov. 1. There fines are slated to start at $75.
