The most compelling economic argument for cycling is when cycling is part of a transportation system that enables the formation of new households with lower levels of personal vehicle ownership. That's because the formation such “car-lite”  households is a fiscal stimulus to the communities in which they are located worth, on average, about $9,000 per year per household. And that stimulus continues, year after year; it's the economic development gift that keeps on giving for local economies.
